There isn’t one reliable time limit that applies to every house. The risk depends on outdoor temperature, how long the outage lasts, insulation, pipe location, construction, and indoor temperature.
Pipes in exterior walls, crawl spaces, garages, and other poorly protected areas can be particularly vulnerable.
